Reason of Failed Review:

According to your design, there seems to some drills at those areas without copper.

Suggestion:

There should be drills at areas without copper. It must be something wrong when you export drill file from other software. You can add those non-plated holes to GKO, outline layer, GM layer, non-plated hole layer, etc.
